OverviewMilton Landing is a mixed-use waterfront development on the Neponset River in Milton, Massachusetts. A six-story, residential/retail building will be built on the foundation of the old Hood Cooler Facility. In addition to the condominium building and restaurant, the plan provides public and private spaces for boating, parking, a farmers market and a waterfront park. Adjacent access is available for the Red Line Milton Station (public transportation) and the regional bike path. For a site had been occupied by a large refrigerated warehouse, which burned in seven years prior, SMMA and GZA Environmental led the investigation of the remaining building slab and foundations for mixed use redevelopment. The team determined that the slabs and the precast tees could be left in place adjacent to the seawall, simplifying permitting and construction of the project and eliminating the risks associated with excavation at the riverbed. The final design includes 85 residence parking spaces below grade, invisible from the waterfront or the park, with public plaza above, and all constructed behind the existing sea wall. The site was extremely complex from a number of physical perspectives, including challenging geotechnical conditions and the site‘s location within the 100-year floodplain. Within the building area, soil conditions vary from bedrock to marine deposits. As a result SMMA designed the building partially supported on conventional footings and partly supported on pressure injected footings. In order to avoid the cost premium of designing the garage to withstand hydrostatic uplift, the garage floor includes relief valves that will allow water through the slab in the event that groundwater exceeds the design elevation (equal to the 100-year flood surface water elevation). Milton Landing’s effective integration of engineering, environmental design, and landscape architecture resulted in the creation of a 6-story, 164,500 square foot building and parking on 2.5 acres, and leaving more than 40% of the site for pedestrian and landscaped public space. SMMA provided full site design services from site planning and permitting through construction administration. The site was the first to be developed under new Planned Unit Development (PUD) zoning. The intent of the zoning change was to encourage development of mixed use projects to further vitalize the Milton Village neighborhood. The project succeeded in combining various competing public and private interests. The network of properties at Milton Landing was redeveloped to accommodate a public park, a public waterfront walkway, the Milton Yacht Club, public boating, public parking, MBTA access, and a seasonal farmers’ market. SMMA led the design of all aspects of the site redevelopment. SMMA’s civil engineering and landscape architecture scope included analysis of the sea wall, design of underground parking, on and off-site utilities, stormwater management plan, plaza level landscape design, and design of the public park and waterfront walkway.
